This pull request updates the Flutter candidate hash, bumps the minimum Dart SDK version constraint in pubspec.lock to 3.13.0-0, and re-enables the previously skipped debugger evaluation test for int operators, adding assertions for trailingZeroBitCount and oneBitCount. This test was disabled while flutter was rolling in these new properties from Dart. Now we can bump our flutter, and bump the int properties.
This PR involves bumping a lot of screenshots; the changes look innocuous to me.
